The reference frame of some observer, it makes rigorous the axiom that spacetime is locally flat — that is, special relativity. It is a frame in which the laws of physics are especially nice (“inertial”, also called unaccelerated which is possibly ambiguous), and applies only at close distances and times (“locally”) in curved spacetime
